Lithuanian jew and 'israeli' UN advisor Jacob Robinson was one of the masterminds behind the 1951 UN Refugee Convention. As the 'israeli' UN advisor, he wanted to establish legal protection for European jewish refugees post-WWII as a backup plan for the newly formed, unstable 'israel'.
His brother, Nehemiah Robinson (World jewish Congress), was also a key player. He led the coalition of jewish NGOs to draft the legal briefs, and he later published the definitive commentary used by Western courts to enforce the treaty.
Polish Rabbi Isaac Lewin, who settled in the US and became the official United Nations representative for the global Orthodox organisation Agudas Israel, injected jewish biblical laws of asylum directly into the convention:
• The Book of Amos was used to construct Article 33 (Non-refoulement)—the absolute ban on deporting refugees.
• The biblical command of 'welcoming the stranger' was used to write Article 3, banning border discrimination.
This framework was supposed to be restricted to pre-1951 events and limited exclusively to Europe... until 1967.
By then, millions of jews had occupied Palestine and 'israel' was engaged in hostilities with several countries in the region, culminating in the 1967 Six-Day War.
Austrian-jewish jurist Paul Weis (UNHCR Legal Director) who settled in the UK drafted the 1967 New York Protocol to strip away the 'Europe-only' and 'pre-1951' limits. It was signed immediately before the war.
This ensured that jews fleeing outside Europe would instantly qualify for mandatory, automatic asylum and legal protection in Western countries.
'israel' signed both the convention and the protocol but used its internal legal structure to ensure its own borders remained insulated and only open to jews.
