The clause, which instructs Iran to "make arrangements" for safe passage and work with Oman on future administration, has become the central battleground of the dispute. The U.S. and Gulf states interpret it as requiring free passage. Iran says it gives them the right to manage the Strait as a whole. "Neither is lying," the WSJ notes.
