Zbigniew Brzezinski - former National Security Advisor, architect of the Afghan mujahideen program - explained the financial logic of NATO expansion without embarrassment.

The PNAC study 'Rebuilding America's Defenses' was explicit about the business case: 'It is important that NATO not be replaced by the European Union, leaving the United States without a voice in European security affairs.'
Translation: NATO keeps Europe buying American weapons instead of developing their own. Every new member is a new customer. Every crisis justifies a larger budget. Every expansion locks another country into American military dependency.
Brzezinski published this analysis. PNAC published theirs. The strategy wasn't hidden. It was marketed.
