They modernized the bureaucracy of control.
The British did not build Indian railways for Indians.
They built them to move troops to suppress rebellions and move raw materials to ports for export.
The railways literally ran from resource extraction zones to coastal shipping terminals.
The map of colonial infrastructure is a map of extraction, not development, and anyone willing to look at it honestly can see it immediately.
Same in Africa.
Same in Southeast Asia.
Same everywhere.
The roads lead to the ports.
The ports lead to Europe.
The benefits flow in one direction.
And then, when independence comes and the country is poor and the infrastructure serves export rather than internal development, they point at the poverty and say:
"See? They can't govern themselves."
They built the poverty.
Then they cited it as evidence.
