Major INGOs barred from Gaza for refusing to help Israel build a kill list Israel has moved to block 37 international NGOs from operating in Gaza after they refused to hand over names and addresses of local staff. The reason is obvious: Israel has repeatedly used such information to target and kill the most skilled civilian professionals. After breaking the ceasefire in March 2025, Israeli officials openly signaled an expansion of assassination policy beyond fighters. In May, Israel’s finance minister said the army was “finally conducting a campaign against the civilian rule of Hamas and not just focusing on the military infrastructure,” adding that Israel was now eliminating “ministers, officials, money changers, and elements of the economic and governmental system.” In the week that followed, Israeli forces killed 12 specialized medical workers. Since October 2023, more than 1,600 medical personnel have been killed, including hospital directors assassinated in their homes with their families. Over 500 medical workers have been arrested or detained, including Dr. Hussam Abu Safiya, director of Kamal Adwan Hospital. American surgeon Dr. Feroze Sidhwa told Drop Site that demanding staff lists under these conditions amounts to asking NGOs to hand over details of people to be killed. If Israel wants organizations to share names, he said, it should stop targeting and killing humanitarian workers. Israel’s Foreign Ministry now claims the ban is justified by alleged mistreatment of Israeli captives by an unnamed doctor in Gaza. No publicly available evidence has been produced to substantiate the claim. Putting that aside, using an unverified allegation to bar Doctors Without Borders, Oxfam, the IRC, and dozens of other aid groups only makes sense if Israel is preparing for more of its citizens to be taken captive.
