individual reaction or institutional action?

Was the Sikh slaughter just an individual looney, lone wolf  reaction to 9/11  or  was it the product of what seems to be  an institutional  ingraining that sees muslims as enemies ? The killer was  former army psy ops specialist after all.  

 And Mitt Romney's slip of tongue may be more than just a "misspoke'.  He said 'sheikh temple' instead of Sikh temple. Was it more a Freudian slip, though? His cultural comparison of the Israeli economic advances to Palestinian backwardness would suggest the latter.  



 And there is more that points to the institutional biases that underwrites the  killing of the Sikhs/Sheiks.

Last month, Danger Room revealed that the FBI was training its agents that religious Muslims tended to be “violent” and that Islamic charity is merely a “funding mechanism for combat.” In response, both the FBI and the Justice Department promised full reviews of their training materials. But the geo-mapping effort indicates that the FBI may have more than just a training problem:

FBI intelligence analysts weren’t the only ones teaching their colleagues that the U.S. is at war with the Islamic religion. Justice Department officials — and even teachers at the Army’s top intellectual center — are delivering similar messages.
