The IDF is concerned that Hamas has emerged strong, with thousands of members held in reserve now used to take control of the parts of Gaza it vacated. The clans Israel strrengthened have proven weak and unwilling to fight, and many have handed over their weapons to Hamas, further strengthening it. Israel is also concerned that Turkish troops will further strengthen and protect Hamas, since Ankara is a friendly government.
In short, because Israel focused so much of its attention on killing civilians and blowing up buildings, Hamas has not been significantly harmed. Individuals have been killed and it has lost most of its rockets. But its ability to govern seems undiminished.
