Israel began shifting the line as early as 1949.
The Israel-Egypt Armistice Agreement signed Feb 24,  1949, was immediately violated by Israel taking land from beyond the agreed-upon line, which it has kept until today.
The size of the Gaza Strip has always been smaller than what was agreed upon then.
And, it's important to remember that the entire concept of a "Gaza Strip" was created at that time so that Israel did not have to readmit the Palestinians which it had pushed out of their homes and off their land.  The Gaza Strip became the southwestern dumping ground for the people Israel needed to remove in order to assert itself as a Jewish-majority state.  More than 2,000 were deported by truck to Gaza in 1950 from their homes in Jewish-conquered Majdal Askalan.  The ongoing Nakba has never stopped.
