After the White House realized that Saudi Arabia’s position is clear and firm regarding its rejection of any discussion on normalization unless there is a fully sovereign Palestinian state, and that Riyadh cannot compromise on this position in exchange for any short-term deals, it returned to discussing the possibility of uranium enrichment taking place in the United States, even though the agreement signed between the Saudi Ministry of Energy and the U.S. Department of Energy stipulates that enrichment must take place on Saudi Arabian soil.

It is important to recall that Saudi Arabia has been conducting talks regarding its peaceful nuclear program since 2009 and has consistently insisted that enrichment take place on its own territory.

Therefore, Washington must recognize that Riyadh is moving forward with its nuclear project in a manner that serves its interests and ambitions, and that the United States’ refusal to cooperate with it will push Saudi Arabia to seek an alternative partner, whether in Europe, China, or Russia.

This would weaken U.S. influence and could result in the loss of a strategic partner that the United States is keen to retain over the next two decades.

From this perspective, the agreement constitutes one of the cornerstones of the strategic relationship between the two countries, not merely a commercial deal. The same logic applies to the Saudi side; it is also in Riyadh’s interest to preserve its partnership with the major international power.

In conclusion, the terms of the agreement signed between the Saudi Ministry of Energy and the U.S. Department of Energy remain the guiding principle and represent an important test of U.S. resolve and its ability to build a strategic partnership based on mutual interests, not on dictates.
