Palestinians have a long history of "laying down their arms." At least 8 ceasefire agreements were signed between Israel & Hamas in 2008, 2012, 2014, 2019 & 2021 & 2025 (Jan '25 & Oct '25). Each case followed a similar trajectory. Hamas, by and large, observed the agreement. Israel, by and large, did not. Why would anyone agree to a ceasefire with Israel, let alone lay down their arms?
