The Qataris will pay Iran the equivalent of the blocked funds they hold, and in return, they will take Iran's blocked money for themselves. This way, the U.S. appears not to have given any money to Iran, while Iran receives about $9 billion of its own funds — which was one of the key conditions for signing the memorandum of understanding.
The Tasnim news agency report about Qalibaf and Araghchi traveling to Qatar is related to this. Hemmati, the head of the Central Bank, is also accompanying them.
