According to ex-Mossad agent Victor Ostrovsky in The Other Side of Deception, Mossad planned to assassinate George H. W. Bush in Madrid in 1991 during the Mideast peace talks.
The plan involved kidnapping three Palestinian “extremists” from Beirut, holding them in the Negev, leaking fake threats linked to Abu Nidal, and tipping off Spanish police so that Palestinians would be blamed after the assassination.
The plot was ultimately scrapped (for reasons that remain unclear). The alleged motive was Bush’s decision to freeze $10 billion in U.S. loan guarantees to Israel over West Bank settlements, which was viewed as a betrayal.
This move enraged the pro-Israel lobby and American Jewish groups. The president was placed on the blacklist of virtually every major Jewish organization in the United States and regarded as the greatest enemy of the State of Israel.
They lobbied hard against him and helped reduce his Jewish support to just 11% in the 1992 election. Bush reportedly complained that he was “one lonely little guy” up against “a thousand lobbyists.” In effect, he was blacklisted by the Jewish establishment.
