Extract the capital that would have funded industrial development.
At independence, lend the now-structurally-dependent country money at commercial rates.
Attach conditions that maintain the raw-material-exporter structure.
Extract profits from that structure at scale.
Return one-tenth as aid, with photographers.
Call yourself a development partner.
The coin is not stolen because profit is theft.
The coin is stolen because it came from a pocket that was emptied by the person tossing it back.
