Trump’s statement that “Very little” is off limits when it comes to targeting Iran’s infrastructure is an unprecedented public threat to commit war crimes.

So that people know: Under International Humanitarian Law (IHL), targeting any object during armed conflict requires a precise, case-by-case determination of military necessity. Each potential target must, by its nature, location, purpose, or use, make an effective contribution to an ongoing military operation, and its total or partial destruction, capture, or neutralization must offer a definite military advantage in the circumstances at the time. Civilian infrastructure cannot be lawfully attacked, full stop. - A premeditated plan to disregard these fundamental rules; - A pre-announced intention to target civilian infrastructure; - The use of war crimes as leverage in negotiations; All constitute a direct violation of IHL, including the principles of necessity, distinction, and proportionality.
