This is how hegemony works. Not through censorship. Through the production of thinkers for whom certain thoughts are simply not available.

The development consultant doesn't ask who made these people poor because if he did, his entire professional existence would indict itself. But there's a second reason, deeper than hypocrisy. He doesn't ask because the system he works in has no mechanism for that answer. What would the World Bank do with a report that concluded: the primary cause of poverty in Country X is the extraction of resources by Country Y over a period of three centuries, and the solution is reparations and radical restructuring of global trade rules? The report cannot be written. Not because the data isn't there. Because the institution cannot survive the answer. So the question is never asked. And the consultant who doesn't ask it isn't necessarily a coward. He is a person operating inside an institution that has built its entire architecture on the question never being asked. The institution funds the university departments that train him. The university departments write the curriculum that frames his understanding. The framing makes the question literally unthinkable as a professional matter. This is how hegemony works. Not through censorship.
