What the heaven? The Secretary of State is being dishonest. The US pushed Europe to decolonize Africa because it wanted to have access to African resources without going through European gatekeeping. So now because, as always, the US doesn't want to do its own dirty work, in this case of recolonizing Africa, it outsources the work to its European parent and constructs a mythology of falsehood to justify it. But also, the US knows that African elites are tied to European colonial powers by the umbilical cord. By going through Europe, the US won't have to do as much translation as it does when it directly approaches African elites.
