Secretary of State Marco Rubio told the Senate today that the U.S. will oversee and control all proceeds from Venezuelan oil sales he referred to as “sanctioned oil,” not just the initial 30–50 million barrels. All oil produced by Venezuela’s state oil company PDVSA is subject to U.S. sanctions, meaning any related sales and financial transactions are contingent on U.S. authorization.
Under the arrangement, oil revenues are deposited into a U.S.-government overseen account and released only after Washington approves specific monthly spending plans and line items.
Rubio said Venezuelan authorities must also pay for an independent audit system “acceptable to us” to verify how the funds are spent.
Venezuelan acting President Delcy Rodríguez said yesterday:
“We have no external power to which we owe obedience. As for the personal threats I receive, I want you to know that I was already aware of them when I was sworn in as acting president… We are not afraid. Nor are we afraid of relations of respect with the United States—but those relations must be based on respect: respect for international law, basic human respect in interpersonal relations, and respect for Venezuela’s dignity and history.”
