During the Hugo Chávez presidency, a "new deal" or nationalization policy was implemented in the oil industry, mandating that the state oil company, Petróleos de Venezuela SA (PDVSA), hold a minimum of 60% ownership in all joint ventures, while foreign companies became minority partners (up to 40%).
This policy was formalized in early 2007, which required existing foreign-controlled oil projects, particularly those in the Orinoco Oil Belt, to convert to these new terms.
The U.S. government hates sovereign countries.
