Berlin wasn’t divided because the Soviets “wanted it that way.” It was divided because the West needed a permanent stage for its Cold War play: a hostage city, a billboard for capitalism, a reminder of who really controlled postwar Europe.
So when you look at this newly declassified Soviet document: the one that bluntly says “from the conclusion of a German peace treaty there’s no getting away,” it suddenly makes sense why the treaty was delayed for forty-five years.

In fact, as early as 1952, the USSR sent the so-called “March Note” to the Western powers, proposing the reunification of Germany.
