Demonstrably, there's only one person misrepresenting things here and it's not China.
The Chinese embassy didn't write that Taiwan was part of the "People's Republic of China", that's a strawman argument by . They wrote: "there is but one China in the world; Taiwan is an inalienable part of China's territory."
What is this called? It's the famous "One China principle" which the U.S. (and virtually all the world's countries) officially abide by! undoubtedly knows that and as such he is being extremely disingenuous.
Under this policy everyone acknowledges that there is only one China, and that Taiwan is part of China. They just disagree on which government is the sole legitimate government representing China (the PRC or the ROC).
It's the exact wording of the 1979 Joint Communiqué on the Establishment of Diplomatic Relations between the US and the PRC: "The Government of the United States of America acknowledges the Chinese position that there is but one China and Taiwan is part of China." (ait.org.tw/u-s-prc-joint-) The Chinese embassy is simply restating this same Chinese position here, with the exact same words!
That is also, incidentally, as per the constitution of the ROC, the official position of Taiwan. They haven't declared independence (and undoubtedly never will) and as such they are officially part of China. Only a China, again as part of their constitution, ruled by the ROC (their official name, which as a reminder stands for "Republic Of China"), and not the PRC.
