It describes the Israelites' genocide of the tribes who lived in the Promised Land. The only tribes the Israelites didn't slaughter were the Canaanites and the Gibeonites, both of which the Israelites enslaved: the phrase "hewers of wood and drawers of water" (Joshua 9:27) describes Joshua's enslavement of the Gibeonites. Since the Canaanites and Gibeonites survived Joshua's genocides, their descendents, not the Jews, are the real indigenous people of Israel/Palestine.
