Full IDF withdrawal from a buffer zone inside Gaza does not have to take place until there is no security threat to Israel, which Israel will determine. In other words, the plan essentially allows Israel to decide when to withdraw the IDF from Gaza.

This means that for the foreseeable future, the IDF will remain in the "security perimeter" inside Gaza and won’t leave Gaza. It could easily result in a long-term IDF occupation of territory inside Gaza justified on security grounds.
