TOP 10 KEY CHANGES:
Qatar clause removed. Israel no longer pledges not to strike Qatar.
U.S.–Israel coordination deleted. External pressure on Hamas was downplayed.
Hostage return delayed. 48 hrs → 72 hrs.
Hamas is entirely banned and barred from any role in governance.
Demilitarization toughened. Tunnels, weapons, and infrastructure must be destroyed under the monitors.
Governance redefined. Run by a foreign-backed technocratic authority.
Security force expanded. Includes Jordan and Egypt, as well as oversight of the Palestinian police.
Withdrawal made vague. IDF leaves only after “agreed milestones.”
