President Trump and envoy Steve Witkoff presented Arab and Islamic leaders with a U.S. framework for ending the war on Gaza and post-Hamas governance. Leaders from Saudi Arabia, the UAE, Qatar, Egypt, Jordan, Turkey, Indonesia, and Pakistan expressed support after Trump pledged to block any Israeli annexation of Gaza or the West Bank.
The plan calls for:
• Release of captives and a permanent ceasefire
• Gradual Israeli withdrawal from all of Gaza
• A governing body excluding Hamas, funded by Arab states
• Security forces composed of Palestinians alongside Arab/Muslim troops
• Reconstruction support, with some PA involvement
Arab leaders added conditions: no Israeli occupation or settlements in Gaza, no annexation, an end to Al-Aqsa provocations, and immediate humanitarian aid.
Egypt’s President Sisi called the plan an “important foundation” for peace. A joint statement from seven leaders praised Trump’s “leadership” and vowed cooperation.
U.S. officials now aim to refine the plan with Arab partners before Trump presses Netanyahu for approval at the White House Monday.
