They put it in writing.
Not peace. Not coexistence. Not “let Iran live inside its own civilizational space.”
Contain it. Provoke it. Bleed it. Flip it. If that fails, smash it.
Saban Center. Brookings. The respectable face of the Empire. They laid out the menu like a restaurant:

•Engagement (the other fake smile)
•Invasion
•Airstrikes
•Regime change
•Popular uprising
•Ethnic insurgency
•Military coup
•Containment if nothing else works

That is the whole operating system.
Washington does not want its fingerprints on the worst of it. So it uses Israel as the cut-out. Plausible deniability. Israel takes the heat. America supplies the planes, the intel, the money, the diplomatic cover, then pretends it was “restraining” Tel Aviv the whole time.
“We didn’t do it. Bibi did it.” The oldest trick in the imperial book.
The plan was never peace. Peace would mean accepting a sovereign Iran that refuses to kneel. That is unacceptable to an Empire that needs the region fragmented, obedient, and unable to close the Gulf or link with Russia and China.
So you squeeze the economy. You fund the “velvet” opposition. You play minorities against the center. You dare Tehran to respond. When it responds, you scream “aggression.”
Then you let Israel strike first so the Empire can look almost innocent.
This is not conspiracy. This is a published policy paper from 2009. They told you the paths. They just hoped you would not read the chapter titles.
Israel is not the master here. Israel is the instrument. Useful because it can do what Washington wants done but cannot openly own.
