Israel, Hamas, and the United States have no legal authority to decide how Gaza will be governed. Any agreement between them will not be legally binding on anyone, and this will make implementation inherently unstable over time.

The most problematic elements in the plan concern the IDF’s withdrawal from Gaza and Palestinian self-governance. The plan calls for an eventual full IDF withdrawal from Gaza, which is good, but this withdrawal is subject to so many conditions that it may never happen.
