I have visited over a dozen UNRWA facilities in Jordan, the West Bank, and Lebanon for a doc I’m making. Here’s one observation about their schools, which Israelis frequently claim are rife with anti-Semitic propaganda. It’s quite the opposite:
When you talk to Palestinian students, they describe a culture of overwhelming fear and censorship when discussing issues core to the Palestinian national identity — like the Nakba or occupation. The management is terrified of any incident in a classroom that could be construed as political indoctrination, which could then lead to western donors pulling out.
This logic guides UNRWA policy across the board. Anything that jeopardizes western donations, which the agency is heavily reliant on, is ruthlessly weeded out. UNRWA is a service provider, not a political organization, certainly not a refuge for terrorists.
