In response to Foreign Minister ’s demand that the United States compensate Iran for the damage caused by its unlawful military strikes on Iranian nuclear facilities, the U.S. State Department spokesperson dismissed the request, stating that any demands for financial compensation from the United States are “ridiculous.” Given Washington’s long-standing record of shielding itself and its allies from accountability, it is hardly surprising that the U.S. would characterize the enforcement of international law as “ridiculous.” Yet under well-established international legal principles, Iran’s demand is firmly grounded in precedent and binding norms. The U.S. violated the prohibition on the use of force under Article 2(4) of the UN Charter. The U.S. and Israeli strikes—carried out without any valid claim of self-defense or Security Council authorization—breached this fundamental rule, which is recognized as a jus cogens norm of international law. Under the International Law Commission’s Articles on Responsibility of States for Internationally Wrongful Acts, any internationally wrongful act—including the unlawful use of force—gives rise to an obligation to make full reparation. The principles of sovereign equality and non-intervention, also enshrined in the UN Charter, were similarly violated, further reinforcing Iran’s right to compensation for the destruction of its nuclear infrastructure. The International Court of Justice has also consistently affirmed the right to reparation in such circumstances. In the Nicaragua v. United States case (1986), the Court held the U.S. responsible for internationally wrongful acts and ordered compensation for damages caused by its support to armed groups. Likewise, in the Corfu Channel case (1949), the ICJ ruled that Albania must compensate the UK for failing to warn about naval mines, underscoring that States must make reparations for unlawful interference with another State’s territory.
