NAZA exposes the policies behind the staggering scale of killing in Gaza through the testimonies of those sent to enforce them, the soldiers. From day one, Palestinian journalists have documented the devastating consequences of these policies in real time. Palestinian journalists documenting the reality in Gaza have been killed, discredited and ignored, while international journalists have been barred from the Strip since October 2023. That is why documenting the system from within is so crucial.
The number of civilian deaths the IDF accepts in a strike, “collateral damage,” or NAZA in Hebrew, is a central theme of the film. We’ve also collected testimonies showing that high civilian death tolls were authorised by the IDF in advance as collateral damage. Here’s one:
“At some point there was a [need] to put some kind of limit on collateral damage. It’s not [that they set the limit to] 20 collateral damage because before that it was 10. [They set the limit to] 20 [...] because beforehand there was no clear directive for what is allowed.”
In other words, the IDF allowed up to 20 people to be killed for every person deemed to be a Hamas operative. This threshold could be raised dramatically when a senior Hamas member was the target. This policy is deeply dehumanising, and proved to be devastatingly destructive. This policy is a direct consequence of the occupation: a morally bankrupt system that cheapens Palestinian lives to the point where the killing of twenty people can be routinely sanitised under the dehumanising label of “collateral damage.”
