They call it smart investing. The law still singles out one country and locks every other one out.
Under Florida Statute 218.415, local governments can invest surplus public money in U.S. Treasuries, federal agencies, money market funds … and bonds backed by the government of Israel. That is the only foreign country written into the list. Not the UK. Not Canada. Not Japan. Just Israel.
Counties have used that opening. Palm Beach County pushed its Israel bond holdings to a billion dollars. Miami-Dade just raised its cap so it can park even more taxpayer cash in the same place.
Randy Fine spent years in the Florida House and Senate as the state’s most aggressive Israel-first politician. He built his brand on it. Now he is in Congress and still treats Florida like a tool for punishing anyone who steps out of line on Israel. The statute fits the record.
