The Gaza Strip never existed as a thing until Israel made it into the dumping ground for hundreds of thousands of Palestinians driven by murderous violence from their homes in 1948-49 and then cut it out of the territory that Israel claimed.  
It was a way to get rid of Palestinians, like colonists in North America establishing native reserves or like Oklahoma becoming "Indian Territory" for the Cherokee, Chickasaw, Choctaw, Creek, and Seminole nations even though other people were already living there -- and then, like Israel, deciding they wanted it too.
