Potential damage from one successful strike: tens or hundreds of millions. Economic consequences: potentially billions through delayed oil shipments, higher freight rates and war-risk insurance. The mine’s greatest value is psychological. Iran does not necessarily need to close the entire Strait or sink many vessels. A few confirmed mines, or even credible uncertainty about mines that remain undiscovered, can stop shipowners and insurers from treating the route as safe. In strategic terms, laying mines is cheap; proving that the water is mine-free is slow, dangerous and exceptionally expensive. Historically, Iran spent about $200,000 laying approximately 200 mines during the Tanker War, yet caused more than $100 million in damage. A mine estimated to cost $1,500 nearly sank the USS Samuel B. Roberts in 1988; US submissions to the International Court of Justice recorded almost $50 million in rescue, transportation and repair expenses.
