NSC-68, 1950: the United States must pursue "a world environment in which the American system can survive and flourish."

Not a world free from tyranny. Not a world safe for all democracies.

A world in which the American system survives.

Meaning: its economic model. Its access to markets. Its control of the arrangements that make American prosperity possible.

The Wolfowitz Doctrine, 1992: the United States must prevent "any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power."

Any power. Not Soviet power. Any power.

Any country strong enough to make its own regional arrangements without American permission.

Joint Vision 2020 & PNAC, 2000: the United States called for "full spectrum dominance," while seeking to preserve American military preeminence across land, sea, air, space, and cyberspace.

Both written one year before September 11 by the people who would run the Iraq War.

These documents are public. They are declassified. They are in libraries.

They say, in plain language, what the textbooks spend three hundred pages obscuring.

The textbooks won not because they were more persuasive.

They won because they were assigned.
