His recklessness, his chest-thumping, and his outrageous statements are not merely turning against him. He is making it easier for any future prosecutor to establish the criminal responsibility of subordinates who carry out his unlawful orders.
Remember: obedience is no defense. Every officer who executes one of these orders is acquiring personal criminal liability that no chain of command, and no post-hoc pardon, will lift from him.
