Netanyahu will do anything to avoid an October 7 commission and to delay elections. New details have emerged of the deal he made with the ultra-orthodox parties to allow their men to avoid the draft at a time the IDF needs soldiers the most:
1) Criminal proceedings against draft evaders have been frozn for six months. Section 38 of the Basic Law: The Knesset auto-extends any law expiring within four months of dissolution through the first three months of the next Knesset. The "temporary" 90-day order runs half a year in practice.
2) The bill contains no draft targets. No annual quotas. No numerical enlistment goals of any kind. The bill contains no sanctions. No criminal penalties, no economic penalties for those who refuse to serve. It provides complete freedom for the next few months.
3) It defines "yeshiva student" in precise legal terms for the first time. Full-time Torah study of no less than 45 hours weekly, 40 for married kollel students, with a ban on any outside employment. Anyone meeting these standards can avoid the draft.
4) Compliance rests on affidavits. The student signs one under the Evidence Ordinance. The yeshiva head signs a supporting one and must report any student who stops studying by the 14th of each month.
5) The Defense Minister approves a list of recognized yeshivas, inspectors audit every three months, and institutions with 20% repeat absence get warned then delisted.
6) The police will stop detaining evaders. Until now Haredi evaders were caught at random, often at protests. Under the order, officers will no longer hold them for the Military Police.
7) The status definitions, the lists, and the registration system become the baseline for a future permanent exemption law. Haredi leadership can then present the organized rolls and say "these are the Torah students, do not draft them."
8) The trade is explicit. In exchange for the Torah Study Basic Law, the arrest bill, and the kashrut law, the Haredi parties back a political 7 October inquiry commission, splitting the Attorney General role, and an agreed election date.
The IDF is asking for more soldiers. The Israeli public is livid at this deal and the exemption of Haredi men. But Netanyahu is making this deal to avoid an October 7 inquiry. What has he got to hide?
