After the Cold War ended, the framework should have collapsed. The "communist threat," the justification for everything, was gone. The Soviet Union dissolved. The Warsaw Pact disappeared. The ideological enemy ceased to exist. The interventions didn't stop. Iraq. Somalia. Haiti. Sudan. Yugoslavia. Afghanistan. Pakistan. Libya. Syria. Ukraine. Yemen. Venezuela. Iran. The justifications changed: humanitarian intervention, weapons of mass destruction, war on terror, responsibility to protect, democracy promotion, nonproliferation, anti-narcotics, rules-based order. The logic didn't change. The logic was always this: America's ability to determine the political and economic arrangements of other countries must be maintained. Any government that threatens that ability must be destabilized. Any government that cooperates with that ability will be supported. The Cold War was not the cause of the logic. The Cold War was the costume the logic wore for fifty years. When the costume became unavailable, they found new costumes quickly. Terror. Humanitarianism. Democracy. The logic underneath wore them all equally well. Because the logic was never about communism. The logic was about control. Communism was just the best available enemy for fifty years.
