“I would rather see people of the Mohammedan & pagan faiths than Jews among my subjects. They are swindlers and deceivers.
I am eradicating evil, not cultivating it; there will be no place for them in Russia, neither for residence nor for trade.”
- Tsar Peter responding negatively to Dutch East India Company administrator Nicolaes Witsen, who proposed to invite Talmudic Jewish merchants into Russia for trading (1698).
Throughout Peter the Great’s entire reign (1682-1725) Jews were forbidden from entering into the Russian Empire, and sanctions were imposed on trading and importing of goods.
