Iran exercised restraint and pursued de-escalation after the assassination of General Qassem Soleimani; after repeated attacks on its diplomatic premises and embassies; after targeted assassinations of its political and military staff; the killing of foreign guests on its own soil; and strikes against its regional allies. It maintained this measured approach even during the 12-day war and agreed to a ceasefire while deliberately limiting its response to the United States. Tehran has now reached the sober conclusion that restraint does not deter further aggression—just as full compliance with its JCPOA obligations never produced the promised lifting of sanctions. The unrelenting policy of sustaining pressure on Iran, no matter what it does, has now produced its inevitable consequences. As a result, Iran’s new baseline posture is one of strict reciprocity: its least response to any aggression will be an eye for an eye. Tehran is fully prepared — and resolved — to escalate beyond every attack initiated against it, matching or exceeding the scale and intensity set by its adversaries.
