Everyone else is negotiable.
That is the lesson the Gulf keeps refusing to learn.
You can buy the jets.
You can host the fleets.
You can sign the accords.
You can flatter the presidents.
You can empty your treasury into lobbying firms and weapons contracts.
And still, when the moral test comes, you will be reminded of your rank.
One state is protected as destiny.
The rest are managed as assets.
