This is what happens when your Intelligence Community is broken.
Just as with Iraq, you stovepipe up intelligence that supports your predetermined conclusion and choice of action and sequester and ignore any intelligence or analysis that provides counterpoint.
This has always been a problem - endemic to the practice of intelligence analysis in a political environment - but when neocons are added into the mix the distortion becomes exponentially more pronounced.
And when it all comes a cropper, the neocons will shrug their shoulders and say "if you'd have listened to me and gone in harder it would have worked."
This is not a bug in our system. It IS the system. And nobody gives a damn about fixing it. No one can fix it. All they can do is add layers to the existing system (ODNI) but provide them no power to fix the underlying problems.
Like putting a thin coat of plaster on a melting down Chernobyl.
