The GCC states have consistently rejected every major Iranian peace initiative, including the World Against Violence and Extremism (WAVE) proposal and the Hormuz Peace Endeavour (HOPE). Both initiatives explicitly called for the gradual removal of foreign — chiefly U.S. — military bases from the region and the creation of an inclusive, indigenous collective-security architecture run by the littoral states themselves. The current crisis is actually the product of the GCC’s own misguided strategic thinking and repeated miscalculations.
