Water.
Survival.
Civilian continuity.
The minimum infrastructure of life.
And this is what gets hit after a de-escalatory signal is sent.
Because empire has always understood something very well.
If you cannot fully conquer a people, attack the conditions of ordinary life.
Make water political.
Make electricity conditional.
Make breathing itself dependent on submission.
Then call the whole thing "deterrence."
