Israel has blocked the entry of the National Committee for the Administration of Gaza (NCAG) from entering Gaza. This has allowed Hamas to reestablish itself as a fully functional government. Recent reports have confirmed that: 1) Hamas has re-deployed its police forces—estimated at 10,000 strong—to patrol streets, direct traffic, and regulate markets. 2) Hamas has reestablished full control of taxing goods like cigarettes and fuel, and regulating prices for essentials to fund its operations and maintain its grip on the population. 3) Hamas has executed suspected "collaborators" and is using force to suppress internal rivals and criminal gangs that emerged during the conflict. 4) Hamas has resumed providing basic government services, including the issuance of identity documents, management of health services, and oversight of the judiciary and courts. 5) Hamas ordered the recruitment of approximately 7,000 additional security personnel to solidify control as Israeli forces withdrew. Under Israeli cover and tacit support, Hamas has reestablished its hold on Gaza. Israel is once again preventing an alternative from emerging. The last thing they want is the removal of Hamas. That would take away the Israeli excuse to continue the genocide.
