The family of U.N. Special Rapporteur Francesca Albanese has filed a lawsuit against President Trump and senior administration officials, challenging the legality of sanctions imposed on her in July 2025.
The suit, brought by her husband Massimiliano Cali and their minor daughter, a U.S. citizen, argues the penalties violate the First, Fourth and Fifth Amendments.
Lawsuit Allegations
➤ The complaint, filed in federal court in Washington, seeks to void the sanctions as unconstitutional.
➤ It argues Albanese was punished for protected speech - her views and findings on the Israeli-Palestinian conflict - violating the First Amendment.
➤ It says freezing family assets and restricting access to their Washington home amounts to unlawful seizure and denial of due process.
➤ The family says the sanctions have “severely disrupted” their lives and expose her husband and child to legal risk for routine financial transactions.
Scope of Sanctions
➤ The measures were imposed under Executive Order 14203, tied to ICC investigations of U.S. or Israeli nationals.
➤ Albanese was designated a “specially designated national,” barring U.S. persons from doing business with her.
➤ She was effectively debanked, lost academic affiliation at Georgetown, and had her U.S. visa revoked.
Administration Position
➤ Secretary of State Marco Rubio defended the move, saying Albanese's "campaign of political and economic warfare" against the U.S. and Israel would no longer be tolerated.
➤ Officials have alleged “antisemitism” without evidence. The sanctions followed a June 2025 report by Albanese that listed 48 corporations, including Microsoft, Alphabet (Google), and Amazon, as being complicit in the U.S.-Israeli occupation of Palestinian Territories.
