It's not only starvation. Cutting off oil means they cannot generate electricity. Without electricity food rot in people's fridges and freezers. Water treatment plants stop working meaning taps run dry and you cannot even flush a toilet. Sewage treatment plants stops working and may cause raw sewage spilling, polluting rivers and may cause e coli or cholera epidemics. Life supporting machines at hospitals stops working resulting in instant death. Fridges at morgues stops working. transport come to a standstill so you cannot reach a hospital in an emergency, etc, etc.
