International law in accordance with the UN Charter is based on mutual constraints and sovereign equality. However, states do not constrain themselves, and international law can therefore only exist under a balance of power. Under the hegemonic era over the past 30 years, there was no need the Political West to constrain itself. The new rules of humanitarian interventionism, global war of terror, democracy promotion entailed sovereignty for "us", but not for others. The constraints on the Political West were reduced, and a new world order formed based on the logic from Animal Farm, in which all states are equal, but some are more equal than others. International law (mutual constraints) began to fall apart to give way to the hegemonic "rules-based international order" in which the Political West did what it wanted under the guise of supporting liberal democracy. In the language of Thucydides: "The strong do what they can, and the weak suffer what they must". The hegemonic order is now over, yet international law has been weakened under the rules based international order.
