George, here's the salient point you seemed to have missed...the DEA was kicked out of Bolivia because the DEA, along with the CIA was controlling the cocaine network throughout the Crystal Triangle. That fact is a matter of record in congressional testimonies, investigative researchers/journalist and written about in many published books.
The CIA's opposition to Evo Morales was that he wouldn't allow the DEA and CIA to do that and as a result they repeatedly tried to coup the democratically elected government. This isn't an isolated incident, but one repeated throughout Latin America. The DEA is viewed in Latin America as a corrupt organization second only to the CIA. While the current operation may be different than the past operations, it's ignorant to ignore the history of Latin America and the narco trafficking network created there.
The DEA, when in-country, always monitored the coca production...but not for the reasons we were told in the US. They did it to ensure the cocaine reached the US and Europe; they did it to eliminate competition; they did it in coordination with the CIA.
