According to Arab and Palestinian officials cited by Haaretz, the Cairo negotiations on advancing to the second stage of the Gaza ceasefire have stalled completely, with both sides refusing to budge on core demands.
Hamas, they say, will not even consider disarmament unless Israel commits to a full military withdrawal from the enclave and presents a concrete plan for handling any surrendered weapons. Israel, meanwhile, is described as deliberately slowing talks, with Netanyahu unwilling to pull back ahead of next year’s elections and relying on the unresolved issue of two missing Israeli bodies to justify delay.
Arab diplomats told Haaretz that without explicit pressure from Washington, particularly from President Trump, Israel has no incentive to move forward. They point out that even with Egypt, Turkiye, and Qatar pushing hard, key questions about the planned multinational stabilization force remain unanswered, especially since Israel still occupies half of Gaza.
Another Arab source suggested Israel may still be weighing a military option to force Hamas’s disarmament, rather than entering the next phase of the ceasefire.
Meanwhile, reconstruction in Gaza remains frozen. Gaza rescue services told Haaretz that rubble removal has barely begun, thousands of bodies remain under collapsed buildings, and Israeli restrictions on aid continue to leave civilians exposed, including recent floods that submerged tents housing displaced families.
Palestinian sources warned that without movement on Israel’s withdrawal and post-war governance, the second phase of the ceasefire may remain indefinitely stalled, leaving Gaza trapped between ruins, uncertainty, and political paralysis.
