Trump wants Qatar specifically to pay for the cost of Israel's war. Qatar is the only Gulf/MENA country that genuinely runs budget surpluses. This is why the Trump administration and others have seen Qatar as the only realistic financier for Gaza’s reconstruction. Its small population, massive LNG export revenues, and disciplined fiscal spending give it real financial autonomy.
Unlike Saudi Arabia and the UAE, whose economies rely heavily on debt and return-seeking investments to sustain ambitious development projects, Qatar’s revenues are stable, long-term, and not dependent on borrowing.
Saudi Arabia and the UAE would require commercial frameworks or equity stakes to justify any major funding, reflecting their own tightening fiscal positions. Qatar, by contrast, can disburse grants directly because it has the liquidity and political will to do so.
