This is genuinely funny, and quite revealing.
The entire semiconductors export controls strategy was built around the US pressuring others (like the Dutch or South Koreans) not to help China develop its own capabilities.
Now that the shoe is on the other foot and China is in a position to do exactly the same wrt rare earths and other technologies, the US are warning China not to treat them the way they were treated. Essentially the Golden Rule, but backwards 
Incidentally this also illustrates the speed at which things are evolving: the US is now pretty much begging China not to contain it, and to let it catch up technologically.
